AR/VR Stabilization Record SH-2 questions

Hello All,

I was reading the SH-2 Reference documentation and had some questions about 4.3.5 concerning the AR/VR Stabilization  record.

For the words in that record  at which bit does the word start representing numbers beyond the decimal point? IE how would I represent 0.1.

What is a Q point?

Also why is no range given for Stability Magnitude?

Any help would be greatly appreciated.
