The datasheet of the BMX160 provides steps for configuring the magnetomer into a desired power mode and set the ODR. One step that I am unclear on what it achieves exactly is the setting of the REPXY and REPZ presets to low power, regular, enhanced regular and high accuracy modes. What do these presets represent and what is their effect on power consumption? Likewise, do they have to be configured a certain way if the magnetometer is configured in low power mode?

Inside BMX160 the magnetometer part is actually BMM150. You may refer to BMM150 datasheet at https://www.bosch-sensortec.com/media/boschsensortec/downloads/datasheets/bst-bmm150-ds001.pdf.
On page 13 of BMM150 datasheet Table 3 shows the presets and the current consumption of each preset defined by the settings of nXY and nZ. When you write values to REPXY register and REPZ register, nXY and nZ will be determined.
